Al Horsman

Chair, Audit and Finance Committee

Al Horsman is presently the CAO at the City of Sault Ste. Marie, where he oversees all administrative functions of the Corporation.

Prior to joining the Sault, he held several senior roles in the public and private sector most recently as Deputy CAO and CFO at the City of Guelph overseeing, among other responsibilities, the Infrastructure, Development & Enterprise Services area. Mr. Horsman brings to the Board significant government and private sector experience in the municipal and provincial sectors. This includes senior management roles at the Province of Ontario, the arm’s-length provincial agency Infrastructure Ontario, City of Toronto and various municipalities where files included innovative financing and procurement of large scale infrastructure projects, financial planning oversight of large capital and operating budget portfolios such as Toronto Water Services and corporate administration.

Outside of his work experience, Mr. Horsman has been involved with and presented to several agencies, boards and commissions, such as the Toronto Transit Commission, the Association of Municipalities for Ontario and, most recently, as CFO to Guelph Municipal Holdings Incorporated (GMHI) which includes Guelph Hydro Incorporated as part of its asset responsibilities.
